Registration of pesticides and agrochemicals (fertilizers) in Russia is a procedure that cannot be bypassed. At the same time, registration should be started in advance, since it can take from a year to several years, depending on whether your product is new to the Russian market or it is already represented by analogues.
Sales of fertilizers and pesticides on the territory of Russia is prohibited without registration.
Stages of Registration:
The registration of pesticides and agrochemicals in the Russian Federation is regulated by the Federal law 109-FZ, dated 19.07.1997, “On the safe management of pesticides and agrochemicals” (as amended and supplemented)” and consists of the following stages:
1. Preliminary assessment of available documents and collection of missing materials;
2. Formation of a dossier and recommendations (with the complete and reliable information about the product);
3. Filing an application with the Ministry of Agriculture, including the product in the biological trials plan of the Ministry of Agriculture of the Russian Federation.
4. Communication of trials programme and calendar plan with authorities.
5. Performance of studies to establish biological effectiveness, toxicological safety;
development of the draft EIA, holding public hearings; State Ecological Expertise in the Federal Service for Supervision of Natural Resources;
6. Development of the Safety Data Sheet (Safety Passport), recommendations on transportation, application, storage and labelling of the pesticides/agrochemicals;
7. Examination of the registration dossier by the Ministry of Agriculture and obtain the expert reports;
8. Issuance to the registrant of the Certificate of state registration of an agrochemical/pesticide;
9. Registration of container labels with the assignment of an individual identification number
10. After that the Ministry of Agriculture of the Russian Federation includes all registered products in the State catalogue of pesticides and agrochemicals registered and permitted to use on the territory of the Russian Federation.
